Wynn Al Marjan and land-based casinos in the UAE

What the licence covers

In the GCGRA licensee register, Island 3 AMI FZ-LLC appears under land-based gaming facilities while trading as Wynn Al Marjan. Wynn announced on 4 October 2024 that the developing entity had obtained the UAE's first Commercial Gaming Facility Operator licence, making the resort the GCC's first licensed casino project.

The licence is not an opening notice

Construction of Wynn Al Marjan continues on Al Marjan Island in Ras Al Khaimah, and current guidance points to September 2027 for opening. The current GCGRA register places Coin Technology Projects LLC in both internet gaming and sports wagering. No consumer trading name or domain is shown beside it, so the licence should not be connected to a brand without an official published match.

A category does not approve every website

Listing internet gaming and sports wagering as categories confirms that the activities fall within the authority's remit. It does not approve every service accessible from the UAE, whether its interface is in English or Arabic or its balances are displayed in AED.

International licences and foreign sites

The scope of an overseas licence

An overseas licence may show that an operator is answerable to that regulator within the licence's stated scope. It does not turn into a GCGRA licence, so foreign oversight and UAE authorisation must be checked separately.

Every activity has a defined category

A land-based facility licence belongs to a named operator and physical venue. Internet gaming concerns a digital service, while sports wagering has its own register identification. One category does not transfer to another activity merely because a company or group works across several markets.

Local approval is still relevant

The published framework combines GCGRA licensing with any local approvals required for the activity or facility. For that reason, a property announcement or tourism development report cannot show that a gaming venue is already operating.

A civil amendment does not erase criminal provisions

The new federal Civil Transactions Law came into force on 1 June 2026 and replaced the earlier civil code. That change did not by itself repeal Articles 460 to 463 of the Crimes and Penalties Law, so the two laws must not be treated as interchangeable.

The position of Big Ticket and Dubai Duty Free

A GCGRA statement dated 9 December 2024 says the established airport lotteries Big Ticket and Dubai Duty Free may continue under its supervision. That earlier activity arrangement is not the same as the sole lottery operating licence awarded to The Game LLC.
